Purpose:

The purpose of this application is to request financial support for:
1. A comprehensive legal analysis and market research related to the expansion of Too Great To Cancel into the Norwegian market.
2. A detailed investigation of the possibilities for reselling canceled holiday home rentals in Denmark.
3. An analysis of opportunities to resell private last-minute travel cancellations in Denmark.

Project Description:
1. Legal Analysis:
- Identification of relevant laws and regulations concerning the resale of canceled trips in Norway, including tax and VAT aspects. This includes comparisons to the Package Travel Directive under which we operate in Denmark.
- Legislation regarding the resale of canceled holiday home rentals covered by cancellation insurance.
- Legal framework for transactions between businesses (Too Great To Cancel) and consumers in the resale of private cancellations, including tax and VAT considerations.

Budget:
• Legal consultancy: DKK 43,000

Resources: In our assessment, there are three qualified attorneys with sufficient expertise in the Package Travel Directive and the travel industry. One works for the travel industry's trade organization, another primarily works for insurance companies, and the last (Torkil Høg) has previously conducted a legal analysis for Too Great To Cancel regarding Danish legislation, which was of very high quality.

• Legal clarity on the opportunities and limitations for expanding the concept to Norway.
• Legal clarity on the possibilities for reselling canceled holiday home rentals.
• A legal study of the resale of private last-minute cancellations, including recommendations for a business strategy to protect Too Great To Cancel against potential issues when entering agreements with private consumers regarding the resale of their canceled trips.
